Department of Housing and Neighborhood Development

     This department is charged with rebuilding neighborhoods and enhancing the quality of life of residents through code enforcement and home improvements.

Bureau of Housing and Structural Inspections —

Issuing permits to contractors and property owners for construction work, licensing home improvement contractors and plumbers, and making construction site inspections are the duties assigned to this bureau.

     Environmental Health and Protection Unit — Both the systematic and complaint inspections of Lancaster housing units, restaurants, grocery stores, taverns and private clubs are carried out by the unit.

     It also licenses rental properties and drinking establishments, operates the health lab, and enforces antilitter and antigraffiti ordinances.

     Homeowner Rehabilitation Unit — With the city’s principal housing strategy based on promoting reinvestment in the existing homes, this unit works to stimulate the maintenance of existing homes by private owners.
